The police use the dogs when a person has run away and may be hidden in a building or in the countryside. The dog can attack the criminal and bite him so that the police don't have to shoot him and he is not klled. In that way the police can avoid using guns and avoid shooting the criminal.
All of the dogs in the police force actually stay at home with their handler, so when the policeman finishes work. he takes the doa home with himself.
